When my Ele had only two necros available she ran a Rt/N bomber with this build:
[Rit bomber;OASiUwk84MbmVhlKaAPYNTuA] It worked well, but it is a poor-man's bomber compared to a primary necro. |

I agree that is just about the best bar you can do with a Rt/N minion master (though I'd consider using [putrid bile] instead of [signet of creation]), and it's not as good as a primary N minion master.
